DV 2013 Program: The online registration period for the 2013 Diversity Visa Program (DV-2013) began on Tuesday, October 4, 2011, at noon, Eastern Daylight Time (EDT) (GMT-4), and concluded on Saturday, November 5, 2011, at noon, Eastern Daylight Time (EDT) (GMT-4). The "Notice of Approval" letter is sent directly from the U.S. Department of State to the selected applicants. Only the "winners" (selected applicants) are notified. If an individual is not selected, he or she will not receive any notification. It is important to understand that there is no way to check if an applicant has been selected. The U.S. Department of State does not publish the list of winners. The only way an applicant will know that he or she was selected is when the "Notice of Approval" letter is received. The "Notice of Approval" is mailed by regular mail (not email) to the address listed in the application.
Being selected in the Green Card Lottery does not automatically guarantee that the applicant will receive a Green Card. The number of entries selected is greater than the number of immigrant visas available, because not everyone selected will qualify or will choose to complete the process. Once all 50,000 visas have been issued, the Diversity Immigrant Visa Program will close for the year.
